Abstract

This paper is based on the hypothesis that the IMF’s fiscal consolidation program and the scheme of decentralization of the
State and the regime of autonomies are incompatible. In order for one of them to survive, the other must disappear. To this
end, the legal functioning of decentralization and the regime of autonomies is described, and then, the reforms that alter the
autonomies and integrate the Decentralized Autonomous Governments (GAD), the government’s accounting system and the
autonomous system are identified.
