Public Policy and Knowledge Transfer: Strategy from Public Higher Education Institutions

Abstract

In the context of an increasingly globalized world, Public Institutions of Higher Education face the challenge of transforming generated knowledge into practical solutions for society. However, the absence of regulatory and operational mechanisms has limited their capacity to engage with external sectors. This article analyzes an Institutional Policy model that employs the Logical Framework Matrix as a methodological tool to structure knowledge transfer from a public state university. Based on a case study of the Autonomous University of Coahuila, the article identifies organizational and regulatory strategies that enable the articulation of academic research with productive and social sectors. Among the key findings is the proposal of a specialized transfer unit composed of five technical areas and a sustainable financing strategy. The study concludes that the model is replicable in other public universities in the country and can strengthen their role as strategic actors in sustainable regional development and social innovation.
