Abstract

Local development represents one of the main government priorities in the current condition, as it is intended thought this
projection, not only to advance more quickly in the development of the productive forces but also in the search for effective
responses to different constraints faced by the territories and the nation as a whole. Meanwhile, the circular economy has
been gaining greater prominence, as an option to face the complex economic situation that the country is facing. In order
to make progress on this issue since 2012 a policy was adopted aimed at prioritizing the problem of recycling in 2020 the
industrial development policy was formulated that strongly incorporated that strongly incorporates the issue of recycling,
while aiming to incorporate the conception of the circular economy more intensively in multiple areas of the economy.
